As I see it the problem with diverting police funding to social services is the difficulty Homeless shelters, Health and Nutrition providers have had determining how to use military weapons, riot gear and surplus armored vehicles to provide these services.
Police budgets range from 20-45% of discretionary funding in major metropolitan areas.
