In theory sounds good. Dont think your gonna true statesman in mold of Jefferson, or Henry to be appointed to a state delegation from NY, MA, NJ, CT, MD, CA, WA, OR, HI, VT DC, ME, IL, would still take 3/4 of a convention to do anything.
