Fortunately an Article V Convention of States bypasses Congress. In fact, that was the exact reason the Founders included it in the Constitution.

"call" simply means naming the time and place. As Hamilton pointed out in Federalist 85, they have no choice in the matter. In any event, we will hold the convention regardless.

.I think THIS Congress will try to block, hinder a convention of states, beginning with balking at naming a time and place. Since when did leaders of this Congress bow to the Constitution or the will of the people?! Yes, I've read all the Federalist papers.

.I think it's not prudent to try and amend the Constitution without abiding by procedures laid out by the Framers in Article 5, including that Congress calls a convention of states. But, then, I'm a stickler for abiding by the Constitution.
