Repeal the 16th amendment and they have no choice but to balance their budget. Repeal the 17th amendment and the senators will be forced to represent their individual state.

Balancing the federal budget leads to recession. We don't have to balance it, we need to target spending more wisely, and lower the deficit during a good economy so we can spend more when times are difficult.
