No. Several states convened to try to avoid civil war, but it didn't have Article V powers. They ultimately produced a resolution encouraging Congress to pass an amendment. Americans !!! If we want term limits for Congress, the Convention of States is the only way to amend the Constitution !! If you think Congressmen will voluntarily impose limits on themselves, you are sorely mistaken !!! End the abuse of Congressmen getting rich on our dime 
They need much LOWER SALARIES & a strong check \ balance on expense accounts.,story two years ago about a congressman who never showed to vote. But expense account paid Mortgage on a home he now owns. NO longer benefits & Pension FOR LIFE. Needs ended!
