Why is this not already done?
Article V of the Constitution allows the people and the states to call a COS for the purpose of proposing amendments to the U.S. Constitution. These amendments can both force Congress to balance the budget and cap taxation and spending. Real benefits. Real action. Article V COS.

"Force Congress" Sounds good but how does this get enforced? You have to have a Judicial branch that is willing to enforce Constitutional law and at the moment it is tragically apparent that we do not have that. The DOJ is a corrupt cabal of Traitors.
