Working at Winstar Casino, a drunk retired lawyer/lobbyist who said he spent 30+ years in DC told me every office was for sale (guy dropped $9k on blackjack). Hated new members and term limits because, "would have to buy office again". Not a reliable source, but made sense.
While some of our elected officials are willing to step aside, the majority will never end their own careers. They have too much power and influence on the line to give up willingly.
If we want #TermLimits, it has to come from the people. It has to come from an Article V COS.
