Opening a COS could potentially invite the opposite end results, no? Everyone would have a say, including those wishing to undo the Constitution or parts thereof. If I'm wrong, please explain.

No it won’t spin out of control. The 34 States comprising the quorum set the agenda: TO 1. IMPOSE FISCAL RESTRAINTS ON THE FEDERAL GOVERNMENT, 2. LIMIT THE POWER AND JURISDICTION OF THE FEDERAL GOVERNMENT, AND 3. LIMIT THE TERMS OF OFFICE FOR ITS OFFICIALS AND CONGRESS
