They EXPECTED Congress to do their Constitutional duties to hold the President and the rest of the Executive Branch accountable. THEY DID NOT EXPECT THE ENTIRE REPUBLICAN PARTY TO BE THE MOST CORRUPT IN AMERICAN HISTORY.
What is incredible about the Founders is that they knew and planned for an event of federal overreach. They knew federal officials eventually might put their own priorities ahead of the country's, and they gave us a way to get back on track in Article V of the Constitution.
