That is the hope. But if voters don't back up the reform, it's moot.

"But if voters don't back up the reform, it's moot." Precisely. And if voters backed up the Constitution as the framers explained it, we wouldn't need new amendments. If we don't hold politicians accountable now, why would we for new ones?

The 9A & 10A are worth a chocolate teapot and a fireplace made of cheese, respectively. Those were to preclude aggregation of power in DC, but the 16A & Federal Reserve Act effectively repealed them.

Which gets at the point that even the most *bulletproof* language matters not a whit when the nefarious develop *nukes*.

Does a Convention not also present an opportunity to revisit (i.e., restrict, revise, or eliminate) rights guaranteed us in the Bill of Rights, and elsewhere in the Constitution (and applicable judicial rulings)? If so, the law of unintended consequences is worth keeping in mind.

Yes, they are. If there is any confusion, there are the federalist papers which clear it all up. ANY AND ALL language can be twisted by those so inclined to do so. It is IMPOSSIBLE to make a leftist proof construction. That is simple fact as evidenced by our current leviathan.

The written rule is so much ink on paper. What we've drifted into in the last century is a crypto-aristocracy.

Don't underestimate the diabolical power of Congress. The Amendments are necessary, but not sufficient. If you don't roll back the Progressive coup of Woodrow Wilson, you haven't done much.

In the simulated Convention COS sponsored in 2016, the repeal of the 16th amendment was proposed. And that is from that progressive era, so yes it can be done. https://conventionofstates.com/cos-simulation
