#1 amendment should be to repeal 17A, restoring the counterbalance to the Supremacy Clause. Include allowing a state legislature to weight the votes of upper/lower chambers differently to reach a result. Also, let a state legislature remove a sitting Senator by 1/2+2/3 votes.
