Whether a voter request a ballot or a ballot is mailed to them automatically based of their registration status, both still needs to be mailed back. A ballot becomes a vote ounce it’s filled out by the voter. How is “chain of custody” only proven with absentee ballots?

Our state has had mail in ballots with unique bar codes
per voter per election for years which would expose duplicates immediately
I’ll take a picture of my completed ballot & my signature as proof;
I will drive it to our Election office;
