Congress needs to approve declarations of war. A bomb can be dropped by Commander-in-Chief order.

It's debatable, constitution says executive reserves "everything short of war." These are repeated acts of war, it's a blurry line.

As long as we spread them out over multiple countries, could they argue that they're not technically repeated?

Depends if congress gets upset, likely not enough will. Unprecedented escalation (in Syria) with MOABs of all things should need approval

1st,the MOAB wasn't dropped in Syria,& 2nd,short of Nuclear, a commander can use anything in his arsenal without POTUS approval.
