It would, however, aid in the rebuilding of American infrastructure, to include schools, roads, power grids, train and equip law enforcement... come to think of it, all those things WOULD help grow the economy. Just because the rich don't get richer...

Hardly. You know what happens when create a top marginal tax rate for anything over $10 million on someone that makes $10.5 million? Simple, they take a $500,000 "pay cut" in exchange for some other form of compensation that isn't taxed as heavily.
