If my tax rate is 15% on my income and the bonus rate is what 25% what's that, 40% of my income being taxed? and if I am at that 15%-20% threshold, that bonus may put me in a higher tax bracket to 20%, then I may owe additional on my income. I am incorrect?

There's a lot incorrect here:

The "bonus rate" applies only to the withholding, not the actual taxes owed. When you file your return, the bonus is part of your total income and taxed appropriately, so if your marginal rate was less than 25%, you'll get a refund for the difference.

The 15% and 25% are not stacked.

And "moving into a higher tax bracket" affects only the dollars above the bracket cutoff. The dollars below the cutoff are taxed at the lower rate.

If you wound up owing the IRS at tax return time, it's probably because of a problem with your withholding. If you're not already making enough to be in the >25% bracket, a bonus should not increase your final tax % paid.

The ATT announcement was mandated by union contract and made a week ago. The taxes had nothing to do with it.
