As a health care provider (recently retired) if this change happens it will be a BIG win for the patient - Why? I spent hours trying to get records from outside hospitals. People wind up in an ER and unable to give complete histories. This impacts their care

FHIR is promising, but electronic medical records like Epic & Cerner do trade across hospitals with ease using the HL7 & the CDA & have for years. HIPAA & privacy have been the biggest issues, not technology. Go work with a large hospital system interface engineer for week.
