      So do local authorities have t power then 2 mandate already constructed building owners/operators 2 install Changing Places Callum?

      No but public toilets were the thing we were talking about. Private toilet provision is a much harder given different factors in play

      No, I was talking about toilet inequality in general I never referred to toilets provided by local authorities alone, as there are so few.
