        En 2009 la cobertura educativa era del 98 % y los maestros obtuvieron 10 % de incremento. Ahora maestros recibirán 20 % de incremento. Tienen 5 semanas sin dar clases y cobertura en primaria ha caído a 52 %. Más premios con menos resultados. HAY QUE RETOMAR ESTRATEGIAS DE 2009.
