He’s not advocating to return by May. Merely a statistic most SME’s won’t make it. This is one of the largest driving forces of the countries economy, without their revenues it becomes difficult to pay their respective taxes etc to hence fund healthcare etc.

Sad numbers to see. SMEs are the backbone of Canada's economy. Big banks need to share in this downturn or as the numbers indicate, significant portion of the economy will not return when current health measures are lifted.
