  4. (11/11) In the coming weeks, the CDEI will release a Snapshot briefing paper on FRT. It will scrutinise the various claims made about its risks and benefits, examine how it has been governed to date, and suggest areas for further investigation by policymakers.

  5. (10/11) While it is important to scrutinise the police’s use of FRT, we should also pay close attention to how it is applied by private sector firms, including retail stores and property developers. We know considerably less about the scale and nature of these use-cases.

  6. (9/11) MPS will use FRT provided by the vendor NEC. Two NEC algorithms were independently tested for bias last year. One showed more false matches for women and black men, while the other did not. MPS acknowledge evidence of gender bias in their own tests, but not racial bias.

  7. (8/11) MPS have limited the number of false matches so it is never more than 1 in 1000 passers-by, however this will lead to fewer matches for ‘people of interest’. MPS claim that they still correctly matched 70% of people in their tests, but have not provided more information.

  8. (7/11) The SWP case will be heard by the Court of Appeal in June, the outcome of which will have implications for MPS. Additionally, the ICO has called for a new statutory Code of Practice for police use of FRT to improve consistency and transparency across police forces.

  9. (6/11) MPS will notify passers-by when they are using FRT. They cannot force anyone to be scanned by the cameras or remove a face covering, except if there is enough reason to arrest them, or if there is a Section 60 stop-and-search order in place.

  10. (5/11) MPS’s system will only be deployed to identify a specific group of ‘people of interest’, and only at a limited time and place. The location of deployments will be published online beforehand, while performance measures will be published afterwards to allow public scrutiny.

  11. (4/11) In 2019, the High Court ruled that the use of live FRT by South Wales Police (SWP) was lawful. While this verdict applies specifically to SWP and not every police force, MPS has added a number of internal safeguards to better match SWP’s policies.

  12. (3/11) MPS ran 10 trials of live FRT from 2016 to 2019. The outcome of these trials was ambiguous, since MPS set no specific measures for success or failure. Civil society groups have called for more rigorous standards for future trials.

  13. (2/11) FRT is not a new technology. Police forces have used it for some time to identify suspects in images, often taken from CCTV footage. However, only recently has it been used with a camera to scan crowds and locate people in real time (live FRT).
