The brief also presents a unique analytical framework that tracks spending under 6 key cybersecurity activities. Technical R&D, cyber incidence response have been key priorities but HR development requires renewed attention to build skilled capacity that is currently lacking.

A case in point is the ₹8,000cr allocation towards the ‘National Mission on #QuantumComputing’ in Budget 2020 that is yet to reflect in any relevant ministry’s Demand for Grants.

Standardised metrics and frameworks to track allocations and their actual outcomes can help align estimates of allocations. The current format of the Union Budget and gaps in Demand for Grants data limits analysis of the cybersecurity budget.

Long-term budget planning that integrates whole-of-govt and continuous monitoring approaches are essential. The cybersecurity budget has remained consistent at 0.1% of the total govt budget over the last decade.

Also encouraging to see: (i) Decline in underutilisation of the cybersecurity budget, significant in earlier years of the decade and (ii) Consistent positive increases in budgeted allocations post FY 2016-17.

Based on the database we have built, budgeted allocations for cybersecurity have more than doubled from ₹6,612cr in FY 2012-13 to ₹15,575cr in FY 2022-23 at a CAGR of 8.10%.
