It says right in the article that the NRA is deferring to the secret service for security while Pence is there. Also the Venue itself is usually responsible for security decisions. Clearly the Parkland kids are speaking out of ignorance.

Because the secret service won't allow guns near the VP. I'm gonna go out on a limb and say that's pretty standard protocol, and something that isn't considered optional if you want him at your event.
