Umm here’s a thought.. how about having more sex and more babies. Fix the woeful lack of affordable child care and reduce ridiculous and inefficient work hours, and I suspect people will be more interested in having sex and making babies.

Exactly, if Japan would curtail its culture of working people to death and allow them the chance to have a life plus wean men off misogyny there'd be a lot more babies. Plus allow single women to be single moms w/o stigma. Start somewhere I guess.
