With enough laws (a surrender of Liberties) society may see a reduction in mass shootings. BUT NOT MASS KILLINGS. Only the methods will change. Remember Jones town. Boston, Austin bombings, NY, running down people with a truck, endless examples that are absent of firearms.

They can be prevented...are a lot of them can... By maybe the gov doing a better job lol. They can be prevented by upping security and armed guard. But they will never be fully gotten rid of.
