No shocker. Women are killed every day by men who they have restraining orders against, who have been charged and released for violence against them. Nobody cares when someone is unstable unless it directly negatively affects them. Someone always drops the ball because who cares.

Doubt it would have made a difference. When they get committed, they get sent home after 3-7 days. IF they act crazy again, you send them back for another 3-7 days. Cycle repeats itself.
