They should all be made to clean out cages at an animal shelter every weekend for 6 months.

Supervised, of course. As an animal shelter volunteer, that job is no joke. Those kids are missing something though if they can hurt or experiment on animals. I’m not sure they can be fixed.

Of course supervised but those kids need to learn there are consequences to their actions. And IMO a law should be enacted that the parents should be heavily fined for lack of parental control. The kids may not change but society must discipline them if the parents won't.

Well we don’t know the age of these “kids” and having worked many years with offenders, I think an alternative intervention would be better than working with animals. Animal cruelty often a behaviour leading to further sociopathic problems.
