Yes, anyone who isn't on staff but regularly submits work is a stringer or freelancer. Stringers refer more to freelancers who work regularly for a station. A freelancer would be any contractor submitting work.

This is why I think civilian cars should be able to go no faster than 60 and cops no faster than 80. Because of stuff like this.
