        It blows my mind how a government contractor can give a "boo hoo" story after receiving a contract when in reality the only way you get one is to beat your chest and be super confident when bidding.

        I have no idea why they thought she was a good choice. Especially when she was blacklisted by every other government organization and obviously provided them with no clear game plan!

        Time and time again FEMA awards contracts to small businesses with less than a few employees. What are they thinking? Shouldn’t the businesses submit a business plan to show if and how they will be able to meet the terms of the contract? This is a crazy waste of money.

        She needed permission to subcontract from FEMA prior to doing so, IN WRITING. FEMA is responsible 4 checking the qualifications of subcontractors. She also didn't do her due diligence. This was not a legitimate contract award
