No, it means that the conservative govt, who are a bit like a slightly less right-wing GOP have been deliberately underfunding and selling off bits of our beloved system . We are not at all happy about this, hence protests.

Let me put this a way you might understand: If you say the Navy is underfunded and needs more ships, and the Air Force's planes are falling apart and need more money for maintenance, are you opposed to the Navy or the Air Force?
Let me put it to you this way: People are marching because a broke system is not working for them. Which is what the President tweeted. If a broke system was working they wouldn’t be put there. It is NOT working. He never said they were opposed to it. He said WE should be.
