        Some duties, like public warning systems, are simply too important for DMV-level IQ gov't workers to handle. They don't have the intellectual caliber for the job.

        The government official who issued the false alert got to keep his job after plunging the entire state of Hawaii into utter chaos for over 30 minutes. No consequences for utter incompetence.
