It doesn't....also "net neutrality" is not neutral....its actually censorship. Glad it lapsed.

The repeal allows internet providers to block whatever access to sites that they feel they want. Making "free sites" billable. So expanding internet to rural areas now just now expands the base that they can charge for said "free" access.

Net Neutrality was established in 2015. So how was the internet before that? Sooooo....not sure where all this billing is coming from.

The ability to bill and past billing are two different things. The 2015 legislation saw the possible exploitation of that access and sought to prevent that.

We’ve paid internet companies several times to provide internet to rural America. They continue to take the money yet there’s still no internet.

There's dialup, with connection speeds that vary with temperature and rain. AT&T is more than happy to provide that slow connection for around $90 a month. And when you contact them to tell them it is out, again, they'll send a technician out in a week or so.

While you’re hung up on criticizing those who live in rural America, you miss the point. The communication companies were paid for work the did not do.

Given that AT&T will charge more for dialup, than they do for 'high speed' internet, they have given themselves an extra motivation to not upgrade their infrastructure.
