For average earners, The advantage in paying taxes early is in the reduced tax rate and increased standard deduction for 2018, not the change in property tax deduction. Take every offset to income you can take in 2017 to minimize income taxes. Benefit from lower tax rate in 2018.

Who do u think needs to & can afford to prepay their property taxes - the RICH! It's capped at $10K deduction & I don't know many poor people who have SALT/property taxes much above that. Yes, in NY & CA u can pay $50K, but you're not doing that on an avg $75K - $100K income!
