          The 2008 Metrolink Crash prompted Congress to require the technology. Railroads were given 7 years to implement. They are behind.

          They don't put gates on a lot of their crossings either. Many, many have died. Why would they NOT put gates up, especially when their trains travel so much faster. Infuriating!
