Even sans the allegations, Moore is a terrible choice. Look to his miserable record - twice removed from the Alabama Court. His statements are those of a plantation overseer; his hatred of LGBT borders on psychotic.

6 in 10 would technically be more than 4 in 10. This is written horribly. Incidentally "just under half" is also more than 4 in 10, so basically this is a lot of gibberish.

Think of it as saying "just under 50%" and "more than 40%". Could be that "just under half" is 49%, or that "more than 4 in 10" is the other 51%. On the other end of the range is "more than" meaning 41% and "just under" meaning anything under 50%, leaving up to 59% undecided.
