You can buy from backyard breeders. They are just concerned about the puppy mill aspect that runs rapid in pet stores.

they may go stealing them or getting them dishonestly from rescue homes. Not sure we should be mixing commercial profits with rescue animals.

It is because of puppy mills that this law was passed. You can buy from back yard breeders just not puppy mills

its stupid cause if they cant monitor shops properly for bred dogs how they gonna monitor them for rescue dogs?
