you don't have to cut someone's hair if they have lice. There is a shampoo for that.

Is the residential program an out of home placement for the child? Foster care? Is the hygiene issue lice?

Better than hear myself actually. Lived in and worked in group homes for over 15 years. Hair care is an essential form of care.
