        Dude, not everybody would have evacuated anyway; We know this. But, in 2.5 days, many of the people stuck now, would not have been. Period!

        Not if they would have left 2.5 days or even 1 day before the storm reached them. The Mayor by his own admission had foreknowledge 2.5 days
