If we care about saving lives, then PREVENTING future incidents is a key line of inquiry! Citizens should ask about the warning markers on the approach to this DEAD END (T-intersection). Were there rumble-strips on the road? Were there flashing-light warning-signs?

Should there have been energy-absorbtion barrels on the far-side of the (dead end) intersection, to slow a vehicle that fails to stop? These might have saved lives. Evaluating failures of the vehicle, driver and limo company are important. BUT ALSO study the road system.
