Pro tip: If you need the cops to turn up inside of a couple of minutes just tell dispatch that you see a black person acting suspiciously.

Call 9-1-1, take a picture, count up one story and to the left two apartments, walk up the stairs, down the hall, and knock on a few doors.

Someone who called the police expects action. You don’t even know if she herself is capable of going out her place. Think about it.

I'm not defending the police response. They admitted to their mistake and I agree that their response was slow. It's also very clear that the witness was "slow".
