Valid Question: why in God's name didn't the mayor/governor/those in charge IN Puerto Rico didn't distribute this? FEMA actually delivered this to the Island yet it was left to rot. The craziest explanation I heard was 'they were too busy helping people!'(??!) seriously??!!
