FEMA supplies the relief...local authorities distribute it. Apparently they were too busy complaining about our President to do this.

So, it's FEMA's fault, again. What an incompetent recovery effort.

Maybe the local governments were getting their cut so it just sat there. Corruption.

They moved it and left it exposed to the hot Caribbean sun.
90+ degree temperatures just about every day.

It doesn’t make any difference where they are stored! The fact is, the Puerto Rican Government “failed” to distribute them or at least make them accessible!

had the resources to move it ... but not to distribute it ... i bet trump told them to do that ... am i right?
-
no they had so much it wasnt needed.

try reading the article it was moved after the normal water service was restored
-
obviously ... but the water was there before service restored and relocated after ... reading so overrated
-
so put the blame if any on the local government on the corrupt island for not properly distributing it. maybe we didnt open it and pour the water for them. is that it.
-
In a catastrophe it is rare things go well ... hence the label catastrophe ... I am sure all involved did what they thought was proper for the moment ... it is easy to criticize those actions later ... in this and other cases it becomes political blame game ... not helpful
