This explanation makes absolutely no bloody sense. But at the end of the day, it is the sole responsibility of the local government, a territory or state, to distribute the resources to the public. Not a Federal agency.

Water on federal land in Puerto Rico was delivered in April of 2018. FEMA did not get the water to the people!

I'm sorry but that makes no sense. Why did officials let good bottled water go to Waste?! That's so wasteful! There's NO excuse for that. Officials should have made it available to whomever needed or wanted it.
