Sorry, ship did not turned anyone away, but people did not knew how to reach it. FEMA role IS coordination b/w local and federal agencies, and coordination was a failure because no clear process on how to refer people to the ship was executed. It was not the ship decision

The first weeks the ship decided who was worthy. There was a child waiting to be transferred and the press had to intervene so they could take him in.

If you don't mind, please share the reference. I'm familiar with Navy operations and was tracking ship before it departed. Ship was not turning people away, but FEMA and local gov had no clear protocol on how to refer people to ship. That was FEMA's role.

When an infrastructure is as poor as PRs was before disaster strikes, it makes the disaster so much worse because help and supplies can't get in or to those who need it. PRs power grid was in bad shape before the disaster, it look longer to fix than it would have in other places.

Indeed, but the question remains whether an adequate response to that challenge was put forth. Reasonable minds can disagree. But touting the overall response as a win is both callus and factually dubious.
