Well actually you can drown proof a kid. First step is to make her unafraid of being under water. Treading water and swimming will soon follow. My kid learned this at one.

“You can’t drown-proof a child”? BS! I was teaching that to parents well back in the 70’s working with the Red Cross. Life guarded while mommy worked on her tan. Water is natural to infants and they will instinctively rotate to survive. 1/

Let's work on a solution. Flotation sewn into the front of the child's clothing that uprights the face of the child above the water. Seems like clothing could be adapted easily.
