This like this only work culturally when the society is more homogeneous than not. Places like Denmark would find that it works. It does work in places like the UAE, but they have a huge resource to population ratio.

It’s not race as much as it is cultural background. And I’m not endorsing this perspective, but if you look at happiness studies that are done, you will find that the nations that are happiest with social spending are those that spend more by % but ALSO are highly homogeneous.

Social scientists essentially are measuring that we, as a people, are more accepting of others receiving public benefits when we can identify with those receiving those benefits (common backgrounds and other cultural measures).
