Seriously, they had to have known a storm was imminent. No matter what the skies looked like at the time. And life jackets should have been mandatory especially for children.

I’ve been on the ride the ducks in Seattle. There are no life vests nor do they require them I don’t think. It’s not just a “boat” it’s a truck as well. Maybe a loophole
