I understand the constitutional requirement, living within the district in which you represent is a common sense requirement, which I agree regulates no one.

Being a resident is simply having a place where you live when in the district. Congress is in session 11 months of the year. Commuting to DC from NY daily ain't easy. And impossible if you represent a district west of the Allegheny river.
