They’re up to no good is already the conclusion before the project has even started, right? I worked for the Colorado District Attorneys’ Council for six years. Although I did not lobby in my position, I sat court side through many leg sessions. I could shed a little light.

That's not how I'd describe our hypothesis -- and we are definitely not prejudging the issue. Instead I'd say that the emerging conventional wisdom is that these groups play a large and decisive role in state legislation. But I expect that the reality is more complicated.

I often mention that I have never seen a criminal justice related bill move without first being vetted and "shaped" by the prosecutor's association

Please look at Florida. The Florida Prosecuting Attorneys Association has fought even the most minimal reforms, usually successfully.
