Wait, who wasted the doses and who applied that were ineligible? The doses went to the provinces to distribute and individuals are responsible for their own fraudulent claims are they not? I'll need to look at this a little more in depth.

Ooh, over 2 years they overplayed by $121. per Canadian. What would the conservative solution have been, send out DYI mask kits, new boot straps for everyone, free cardboard coffins, plugged their ears and covered their eyes until the crisis was over?
