I seem to remember previous discussion about this and hearing that several surgeries/out of hours GP services record telephone consultations, but I don’t recall whether they kept them permanently.

Tricky, especially with video of any examination. Obviously could use a “all consultations are videoed” standard line like the recorded message, but still have to have a plan for the person who refuses permission to record.

Could obviously just use the paper documentation that we currently use, and document “patient refused recording”.
